Damien is a senior energy and infrastructure executive with 20+ years’ experience delivering commercial, operational and system outcomes across Australia’s energy sector. 

As Partner at Celero, he leads the firm’s strategic direction and the development of next-generation Digital Energy Hubs, integrating Australia’s energy and digital infrastructure. He has delivered multi-billion-dollar pipelines, complex grid and digital connections, and capital-intensive projects across renewables, energy markets and large-scale infrastructure.

Recognised for his strategic leadership at the Australian Energy Market Operator (AEMO), he previously served as Chief Operations Officer, overseeing the $20bn National Electricity Market, the national transmission grid and key east-coast gas systems, enabling large-scale renewable integration. He has also held executive leadership roles including CEO of PolarBlue and COO of Tilt Renewables.

Robert Tempone

Co-Founder & Partner

Robert is a senior energy and infrastructure executive with 15+ years’ experience delivering commercial, project development and transactional outcomes across Australia’s energy sector.
 
As Partner at Celero, he leads the firm’s commercial strategy and the development of next-generation Energy and Digital Energy Hubs. He has delivered multi-billion-dollar project pipelines, complex grid connections and capital-intensive transactions across renewables, energy storage and large-scale infrastructure.
 
Recognised for his executive leadership at AusNet, where he played a pivotal role in growing and leading the commercial arm of the business and also in the $18bn sales process to Brookfield. Robert was instrumental in securing and connecting over 5GW of projects to the grid — spanning wind farms, solar farms, BESS and data centres. He has also advised private equity firms on platform creation and asset selection across the digital and energy infrastructure space, and has personally developed wind farm and BESS projects from the ground up.
 
His hands-on experience — from site identification and landholder engagement through to project execution — gives him a grounded, end-to-end perspective that spans both the boardroom and the paddock. He genuinely values the relationships built with landholders and communities, recognising both as essential partners in delivering projects that last.

Stuart Greaves

Co-Founder & Partner

Stuart is a C-suite investment executive with more than 25 years’ experience across global advisory, private equity and investment management, including extensive offshore and international experience across Asia, Europe and global capital markets. He has led strategy, capital execution and platform growth across complex, capital-intensive sectors including infrastructure, renewable energy, real estate and private credit.

He has executed high-value transactions across multiple jurisdictions and held senior roles with leading global institutions, including Clifford Chance and BlackRock. His experience spans cross-border M&A, offshore investment structures, funds management, institutional capital formation, governance and platform value creation. He brings a deep understanding of how institutional investors assess, structure and allocate capital.

More recently, through Celero, Stuart has focused on the convergence of energy and digital infrastructure, building an institutional-grade platform to originate, de-risk and develop Australia’s next generation of grid-connected infrastructure.

Andrew Walton

Partner – Head of Digital Development

Andrew is a senior executive with 20 years’ experience across data centres and renewable energy infrastructure throughout Australia and the Asia-Pacific region. He has overseen multi-billion-dollar project pipelines, negotiated renewable energy contracts and PPAs, and supported battery storage integration to deliver lower-carbon, power-efficient infrastructure solutions.

As Strategic and Investment Director at DCI Data Centers, Andrew oversaw a A$2 billion growth pipeline across Australia, New Zealand and Asia, leading market expansion, energy procurement and capital allocation strategies. As a founding member of Octopus Investments Australia, he also led a $4 billion renewable energy investment pipeline across the National Electricity Market.

At Celero, Andrew focuses on delivering sustainable, high-performance data centre solutions, combining strategic insight, commercial judgement and pragmatic leadership across complex infrastructure projects.

Mei Ong

Head of Corporate Finance

Mei is a senior finance and investment professional with more than 20 years’ experience across infrastructure, energy and telecommunications, with deep expertise in investment evaluation, capital structuring and complex financial modelling.

Her career spans senior roles at AusNet Services and NetLink Trust in Singapore, where she advised executive leadership on large-scale infrastructure investment decisions — from early-stage opportunity assessment through to long-term financial planning and scenario analysis. She brings a rigorous, commercially grounded approach to evaluating complex assets and transactions.

At Celero, Mei leads financial modelling and investment analysis across the project portfolio, helping the team stress-test assumptions, structure capital, and present compelling investment cases to partners and investors.

Malcolm Purcell

Head of Technology Partnerships

Malcolm is an accomplished technology and sales leader with more than 20 years’ experience spanning SaaS, digital infrastructure, and complex project delivery across the private sector and government.

His career includes senior roles at Fivecast, KPMG, WSP, and the Australian Government, where he has consistently built high-performing teams, opened new markets, and driven revenue in fast-paced, growth-oriented environments. 

At Fivecast, Malcolm led the expansion of its AI-powered intelligence platform into the UK and European markets. As a Business Development Director at KPMG, he brought together advisory expertise and commercial execution at scale.

At Celero, Malcolm leads the Technology Division — driving the company’s technology partnerships, data centre platform strategy, and the commercialisation of MindBeam’s LightSpark technology across the APAC region.

Juhee Tulshyan

Juhee is an investment professional with 10+ years’ experience delivering infrastructure transactions in Australia. She specialises in commercial strategy, financial modelling and M&A across the energy sector.

Juhee combines strong commercial acumen with deep governance and risk expertise, and has a proven track record of turning challenging infrastructure opportunities into delivered projects.

Leisha Millanta

Leisha is a property and projects lawyer specialising in renewable energy and infrastructure. 

She supports project proponents through site acquisition and land access (options, leases and easements), as well as the commercial frameworks and documentation that help de-risk delivery from development through to construction. 

Leisha brings a practical, stakeholder-aware approach, balancing landholder outcomes with bankable, investable project structures.

Toby Barber

Partner – Head of Development

Toby is a renewable energy and infrastructure leader with more than 20 years of international experience across Australia, Asia and the United Kingdom. He has built his career delivering successful investments across renewable generation and large-scale infrastructure, including wind energy, battery storage and data centre developments. He combines deep technical expertise with strong commercial judgement and pragmatic leadership, supporting boards and investment committees to make confident, informed decisions on complex projects.

At Tilt Renewables, Toby led a 5+ GW development portfolio toward investment readiness across major wind and battery storage projects. Previously, at CLP Holdings in Hong Kong and Australia, he advised on investment decisions across wind and solar portfolios in multiple jurisdictions and led the Group’s Centre of Excellence for Energy Yield. During senior leadership roles at DNV across Australia and Asia, he guided high-performing teams and delivered due diligence and energy yield assessments for more than 100 wind farms.

Toby is recognised for his practical approach, collaborative style and ability to build lasting trust with investors, partners and regulators. He is motivated by accelerating the energy transition and delivering renewable and infrastructure projects safely, efficiently and at scale.

Matt Mumme

Chief Financial Officer

Matt is a seasoned infrastructure finance executive with deep expertise in renewable energy, corporate finance, and commercial strategy built over more than a decade at the forefront of Australia’s energy transition.

He joins Celero following a seven-year tenure at Tilt Renewables — spanning Infratil’s ownership through to the company’s landmark acquisition by QIC, the Future Fund, and AGL — where he held successive leadership roles including Head of Corporate Finance, Head of Customer and Energy Markets, and Acting Chief Operating Officer.

Most recently, Matt was at European developer OX2, further broadening his experience across the international clean energy landscape.

At Celero, Matt leads the company’s financial strategy, capital structuring, and investor engagement as the platform scales.

Tony Concannon

Executive Chair

Tony Concannon brings more than 40 years’ experience across the international energy sector, with a career spanning executive leadership, power generation, trading, retail operations, project development and governance. A former Executive Director of International Power plc for nine years, a chartered power engineer and Fellow of the Australian Institute of Company Directors, Mr Concannon has held senior roles including CEO of IPR Australia and CEO Asia-Pacific for GDF SUEZ Energy (now called ENGIE).

Mr Concannon later established and co-founded Reach Solar energy, which developed approximately 1,200 MW of large-scale solar PV projects and 275 MW of battery storage sites: a number with project finance.

Mr Concannon has also served on the boards of the Australian Energy Market Operator for eight years and the Clean Energy Finance Corporation (CEFC) until early 2024. He continues to advise the CEFC’s Rewiring the Nation investment committee and chairs the Zema Energy Studies Scholarship Phd Program at Monash University.

Lucy Campbell

Head of Legal

Lucy brings over fifteen years of legal, commercial, and operational experience in renewable energy and sustainable infrastructure. She has worked across the full project lifecycle, from development and financing through to construction, operations, and long-term asset management, advising a wide range of stakeholders across Australia and the United States.

Lucy has deep expertise in negotiating and managing complex project agreements across multiple technologies, including battery storage, wind, solar, fuel cells, and waste-to-energy. Shaped by senior roles across owners, developers, operators, contractors, and investors, she brings an end-to-end perspective to legal and commercial strategy and provides executive counsel on governance, regulatory compliance, and risk. Her career includes senior roles at top-tier private practice and high-growth energy businesses, including Norton Rose Fulbright, Vestas and Generate.

At Celero, Lucy applies this experience to building investable energy and infrastructure assets and the institutional platform required to scale them. She focuses on embedding legal, regulatory and commercial discipline from the outset, helping de-risk key decisions early and establish scalable frameworks across development, financing, governance, capital partnering and ownership transition. Her experience aligns directly with Celero’s objective of originating, de-risking and developing Australia’s next generation of grid-connected energy and digital infrastructure.
